Meanwhile, Toby spars with union representatives over Chinese trade policy; Josh reluctantly leaves a meeting on military-base closings to the tender mercies of Ryan Pierce (Jesse Bradford); and the mayor of Washington, D.C. (James Pickens Jr.), decides that he wants a school-voucher pilot program that congressional Republicans are trying to force on him.
